  • Whilst still suffering from the impact of a 7M earthquake three months ago, another 6.4M earthquake occurred on 25 October at 14.49 UTC (22.59 local time) in Abra Province (northern Luzon, northern Philippines). National authorities report 44 injured, 341 displaced people and more than 61,500 affected across the Regions of Ilocos, Cordillera Administrative Region, and Cagayan Valley, and 1,821 houses damaged
  • DG ECHO Partners are in the province of Abra and conducted assessment in affected communities particularly in Intensity VII areas. New impacts have been noted in the Municipalities of Lacub, Tayum, San Quintin, and the epicentre Lagayan.
  • DG ECHO offices in Manila and Bangkok continue to monitor the situation.
  • Meanwhile, the new tropical cyclone TWENTYSIX (named PAENG in the Philippines), formed over the Philippine Sea, is moving north-west towards the eastern coast of the northern Philippines. On 27 October at 0.00 UTC its centre was located 565 km east of Catarman City, Northern Samar, with maximum sustained winds of 65 km/h (tropical storm).

  • The number of earthquake-affected people in Abra province (northern Luzon) has risen to 147 378 and continues to rise. Around 6 684 houses and 223 public infrastructures have been damaged across 50 cities and municipalities in 5 provinces.
  • Meanwhile, Tropical Storm NALGAE (known as Paeng in the Philippines) is moving towards eastern Visayas (central Philippines). On 28 October its centre was located about 310 km east of Samar Island, with maximum sustained winds of 74 km/h.
  • NALGAE is expected to approach eastern Visayas and the south-eastern part of Luzon, and may make landfall in Catanduanes on 28 October, as a Tropical Storm. After that, it is forecast to pass close to Manila on 29 October, with maximum sustained winds up to 100 km/h.
  • Heavy rainfall from NALGAE already affected nearly 8 300 people in central Philippines, while more than 4 500 people are currently taking temporary shelter. At least 13 people died and 5 went missing due to flash floods and landslides in Maguindanao province.

  • Tropical Cyclone NALGAE (PAENG in the Philippines) crossed the central-northern Philippines on 28-30 October, bringing heavy rain, strong winds and storm surge that caused floods, landslides and severe weather-related incidents across most parts of the country.
  • According to the National Disaster Risk Reduction and Management Council (NDRRMC), 98 people have died, 63 are still missing and 69 have been injured. In addition, almost one million people have been displaced, more than 100,000 preemptively evacuated, and almost two million affected across 17 Regions. The most affected Regions are BARMM in the southern Philippines (53 fatalities and almost 400,000 affected people), and Western Visayas in the central-western Philippines (19 fatalities and more than 800,000 affected people).
  • National authorities are leading preparedness and humanitarian response activities.
  • On the forecast track, NALGAE will move north over the South China Sea towards southern China.
  • For the next 24 hours, moderate to heavy rainfall is expected over most parts of the central-northern Philippines. Extreme flood advisories are in effect for MIMAROPA, CAR, Central Luzon and Cagayan Valley.

  • Tropical Storm NALGAE is moving north-westwards over the South China Sea, towards the southern coast of China. On 2 November at 0.00 UTC its center was located about 225 km south of Hong Kong, with maximum sustained winds of 93 km/h. NALGAE is forecast to downgrade to a Tropical Depression, as it moves along the southern coast of China, including southern Hong Kong and coastal Guangdong Province. 
  • Authorities activated level four emergency for Guangdong, Hainan, Fujian, and Guangxi in response to the NALGAE. Moderate to heavy rainfall and strong winds are forecast on 2-4 November in southern China. In most of the Philippines, light to locally heavy rainfall and moderate winds are forecast on 2-3 November.

  • Floods and landslides continue across the Philippines following the landfall of tropical cyclone Nalgae (locally named Paeng) and Cyclone Queenie which had weakened into tropical depression, but still brings rains including the areas flooded by Nalgae.
  •  According to the National Disaster Risk Reduction and Management Council (NDRRMC), in the Philippines, the number of casualties has increased, after heavy rainfall and strong winds associated with the passage of NALGAE as a Tropical Cyclone. The Philippines National Disaster Risk Reduction and Management Council (NDRRMC) reports 121 casualties (of which 61 in BARMM, 29 in Western Visayas, and 12 in CALABARZON), while 36 individuals are missing.  More than 100 persons sustained injuries, nearly 869,300 persons have been displaced, and 3.1 Million people were affected. Flooding and landslides caused by heavy rainfall have damaged about 11,300 houses, 141 infrastructure buildings, and 57,000 hectares of cropland.
  • ECHO partners have responded to the most immediate needs, while launching assessments covering impact on agricultural assets and infrastructures. The Joint Rapid Assessment with inter-cluster team for BARMM is underway. In most of the Philippines, light to locally heavy rainfall and moderate winds are forecast on 2-3 November.

  • The number of casualties continues to increase in the Philippines due to widespread floods and landslides caused by heavy rainfall associated with the passage of Tropical Cyclone NALGAE. The Philippines National Disaster Risk Reduction and Management Council (NDRRMC) reports 122 fatalities, with 36 people missing. The number of displaced people slightly decreased to 850,000 people, while 3.3 million individuals remain affected. 
  • NALGAE made landfall on the evening of 2 November in a coastal area between Hong Kong and Macao as a Tropical Depression, and it continued moving north-westwards over Guangdong Province (southern China). On 3 November it is expected to continue moving westwards over coastal Guangdong Province, as a Tropical Depression, and further dissipate in the early morning of 4 November.
  • In Hong Kong and Macao, many public services and activities, including education centers have been suspended. 
  • On 3-4 Novemebr, moderate to heavy rainfall is forecast over southern China, particularly in Guangdong Province.  In the Philippines, moderate to locally heavy rainfall is forecast over Mindanao (southern Philippines).
